Tutto = everything
Tutti = everyone
"grazie per tutti" is incorrect. You can say:
grazie a nome di tutti / grazie da tutti -> "thank you on everyone's behalf" / "thank you from everyone"
grazie per tutto / grazie di tutto -> Thanks for everything

you're right, it expresses excitement. You can say "grazie, volentieri" to accept something you've been offered. It can be something like a cup of tea, but also an invitation. For example: "Vuoi venire con noi al cinema?" (Would you like to come to the cinema with us?) "Grazie, volentieri" (Gladly, thank you).
It is a neutral expression, meaning that you can use it both in formal and informal situations.
